The General Employer Training course is mandatory for all newly hired employers (training required by law within 60 days of hire) and for employers already working for the company who have not yet received "general" training or have been trained only partially.

The course has a duration of 4 hours and presents the general concepts of prevention and safety at work. Through the General Training it is possible to teach employers the knowledge and procedures useful to achieve a behavior that allows them to work decreasing the risks and at the same time protect their own safety and health.

The General Training is the first step of the compulsory training for employers after which a specific training course must be carried out, commensurate with the level of risk (low, medium, high risk) of the tasks characteristic of the company's sector.

Who is the service aimed at?
The service is aimed at all staff of commercial enterprises, handicrafts and services of an intellectual nature where there is the presence of employees or partners employers in accordance with art. 37 paragraph 1 of Legislative Decree 81/08, to be carried out as indicated in the State-Regions agreement of 21/12/2011.

What does the service allow me to do once completed?
The certificate of refresher training can be requested during controls by technicians of ASL or labor inspectors. In case of lack of training, the sanctions in which the employer may incur range from a minimum of 1,474 to a maximum of 6,388 euros.

The general employer safety training course is compulsory for all newly recruited employers and must be completed within 60 days of employment. The course is also aimed at employers already employed by the company who have not yet received 'general' training or have only received partial training.

Secondo l’Accordo Stato Regioni del 21\12\11, il corso formativo deve essere composto da due moduli: formazione generale e formazione specifica. Terminato il corso di formazione generale lavoratori, deve essere effettuato un corso integrativo di formazione specifica sulla sicurezza commisurato al livello di rischio delle mansioni caratteristiche del settore dell’azienda. In particolare, l’Accordo Stato Regioni del 21\12\11 prevede una durata minima di 4 ore per le aziende a Basso Rischio, 8 ore per le aziende a Medio Rischio e 12 ore per le aziende classificate ad Alto Rischio.

When must the newly recruited employer receive training?

The Consolidated Safety at Work Act (Legislative Decree 81/08) imposes employer safety training as one of the fundamental obligations of the employer. Paragraph 1 of Article 37 in fact specifies that:

The employer must ensure that each employer receives sufficient and adequate training in health and safety, including with respect to language knowledge, with reference to

  1. concepts of risk, damage, prevention, protection, organisation of company prevention, rights and duties of the various company subjects, supervisory, control and assistance bodies
  2. risks related to the tasks and possible damage and consequent measures, as well as prevention and protection procedures characteristic of the sector or industry to which the company belongs.
When must the newly recruited employer receive training?

Furthermore, the State-Regions Agreement of 21 \12 \11 stipulates that the employer, regardless of the sector to which the company belongs, is obliged to carry out refresher training for all employers with a duration of at least six hours every five years.

When must employer training be provided?

Specific training and instruction, if any, must take place    

  • at the establishment of the employment relationship or at the beginning of the employment in the case of labour supply;
  • when a transfer or change of job occurs;
  • if new work equipment, new technologies, new dangerous substances or preparations are introduced.

After attending at least 90 per cent of the lesson hours and passing a final test, trainees will receive a certificate of attendance valid throughout the country.
